NEBOSH National General Certificate in Occupational Health and Safety

The NEBOSH General certificate would benefit managers, supervisors and staff who have health and safety responsibilities within their organisation and need a broad understanding of the issues that can arise. The course will assist individuals in carrying out their organisational duties and functions more effectively and help them to protect their organisation.

This NEBOSH accredited qualification is divided into three units, each of which is assessed separately:

  • Management of Health and Safety (NGC1)
  • Controlling workplace hazards (GC2)
  • Health and safety practical application (GC3)

The NEBOSH National General Certificate in Occupational Health and Safety provides participants with a broad understanding of key health and safety issues within the workplace. It outlines both the individual and organisational health and safety responsibilities and helps participants to discharge their duties more effectively.

Assessments: Two two-hour written examination papers and a practical assessment must be completed in order to successfully complete this course and receive the full NEBOSH General Certificate.

On successful completion participants receive a unit certificate, if all three units are passed participants will receive the full NEBOSH General Certificate.

Training Course Content


National General Certificate 1 (NGC1)

Element 1: Foundations in Health and Safety

  • The scope and nature of occupational health and safety
  • Moral and financial reasons for promoting good standards of health and safety
  • Legal framework for the regulation of health and safety
  • Scope, duties and offences, managers employees and others
  • Legal and organisational health and safety roles and responsibilities of clients and contractors
  • The principles of assessing and managing contractors

Element 2: Health and Safety Management Systems – Plan

  • Key elements of a health and safety management system (HSG65 & OHSAS 18001)
  • Purpose and importance of setting policy for health and safety
  • Key features and appropriate content of a health and safety policy
  • Factors that should be considered when developing and implementing a safe system of work for general work activities
  • Role and function of a permit-to-work system
  • Emergency procedures and arrangements for contacting emergency services
  • Requirements for, and effective provision of, first aid in the workplace

Element 3: Health and Safety Management Systems – Do

  • Organisational health and safety roles and responsibilities of employers, directors, managers and supervisors.
  • Concept of health and safety culture and its significance in the management of health and safety in an organisation
  • Human factors which influence behaviour at work
  • How health and safety behaviour at work can be improved
  • Principles and practice of risk assessment
  • General principles of prevention
  • Sources of health and safety information

Element 4: Health and Safety Management Systems – Check

  • Active and reactive monitoring
  • Investigating incidents
  • Recording and reporting incidents

Element 5: Health and Safety Management Systems – Act

  • Health and safety auditing
  • Review of health and safety performance

General Certificate 2 (GC2)

Element 1: Workplace hazards and controls

  • Welfare arrangements
  • Violence at work
  • Substance misuse at work
  • Safe movement of people
  • Working at heights
  • Hazards and control measures for temporary works

Element 2: Transport hazards

  • Hazards in vehicle operations
  • Controls for safe vehicle operations
  • Driving at work

Element 3: Musculoskeletal hazards and risk control

  • Work related limb disorders
  • Manual handling hazards and control measures
  • Manually operated load handling equipment
  • Powered load handling equipment

Element 4: Work equipment hazards and controls

  • General requirements handheld tools
  • Hazards and controls for hand held tools
  • Mechanical and non-mechanical hazards of machinery

Element 5: Electrical safety

  • Principals, hazards and risks associated with the use of electricity and work
  • Control measures when working with electrical systems or using electrical equipment in all workplace conditions

Element 6: Fire Safety

  • Fire initiation, classification and spread
  • Fire risk assessment
  • Fire prevention and prevention of fire spread

Element 7: Chemical and biological health hazards and controls

  • Classification of substances
  • Assessment of health risks
  • Occupational exposure limits
  • Control measures
  • Specific agents
  • Safe handling and storage of waste

Element 8: Physical and psychological health

  • Noise
  • Vibration
  • Radiation
  • Stress

General Certificate 3 (GC3)

Unit GC3 is assessed by one two-hour practical examination carried out in the candidate’s own workplace. The assessment must normally be taken within 10 working days of a written examination. The practical examination is internally assessed by one of our NEBOSH tutors and is externally moderated by NEBOSH.
